The USDA is sponsoring funding to construct, enlarge, or improve community facilities for health care, public safety, and public services. This can include costs to acquire land needed for a facility, pay necessary professional fees, and purchase equipment required for its operation. The Department of Commerce's Technology Opportunities Program (TOP) promotes the widespread availability and use of digital network technologies in the public and non-profit sectors. TOP gives grants for model projects demonstrating innovative uses of network technologies. TOP evaluates and actively shares the lessons learned from these projects to ensure the benefits are broadly distributed across the country.

Research on Mental Health and Drug Abuse Disorders

National Institutes of Health is offering a grant intended to stimulate research on mental health and/or drug abuse problems in rural and frontier communities that will: (1) enhance understanding of structural (including community risk and resilience factors), cultural, and individual factors that may limit the provision and utilization of prevention and treatment services in these communities; and (2) generate knowledge to improve the organization, financing, delivery, effectiveness, quality, and outcomes of mental health and drug abuse services for diverse populations in rural and frontier populations.

The purpose of this initiative is to stimulate research that will improve our understanding of the biological basis of development and progression of cancer in the context of Human Immunodeficiency Virus (HIV) infection and Acquired Immune Deficiency Syndrome (AIDS) or acquired immune suppression not associated with HIV infection such as organ transplantation. The NCI and NIDCR seek to encourage novel approaches to discovery and preclinical development of novel therapeutic agents and biomarkers for early diagnosis and monitoring of disease progression. Molecular epidemiologic studies of the role of chronic latent viruses and their interaction with one another or with environmental factors in the context of acquired immune suppression or HIV infection leading to the development of tumors or lesions with oncogenic potential are also of interest. This PA will use the NIH exploratory/development (R21) award mechanism and the NIH investigator-initiated research project grants (R01) award mechanism. Please see the link at

Rural Development/Cooperation Works! Fund
The Cooperative Development Foundation has funds available to support projects that answer the needs of rural people. The fund supports projects in rural health care, education, and child care/education. The Cooperative Development Foundation does not have one specific grant application or set of guidelines, since each Fund they administer has its own Board of Trustees.
Please review the Fund descriptions to determine if you think your project fits within their funding priorities. Border Environmental Health Coordination Program Cooperative Agreement
Through the interagency agreement between the Environmental Protection Agency and the Department of Health and Human Services' Health Resources and Services Administration, the agencies are charged to support strategic planning, programs and activities that address specific environmental public health concerns and needs at a community level. The purpose of this solicitation is to fund research to test the hypothesis that environmental education and training is an effective intervention tool for improving public health.
The population that has been targeted is lay community health workers, or promotoras, residing along the U.S.-Mexico border, and the communities they serve. This project, jointly sponsored by EPA and HRSA, will support larger border health efforts including, but not limited to, the U.S.-Mexico Border 2012 program (www.epa.gov/usmexicoborder).

Rural People, Rural Policy Program
The W.K. Kellogg Foundation has created the Rural People, Rural Policy program, a multi-year national initiative that energizes and equips rural organizations and networks to shape policy that will improve the lives of rural people and the vitality of rural communities. The goal of the Rural People, Rural Policy Initiative is to build and strengthen skilled networks and rural organizations to be articulate and act in the policy arena. This initiative will make rural communities' problems and potential visible enough to gain national attention, and to change policy and practice in rural America for the better. Ryan White Title III: Capacity Building
WHAT: The purpose of this grant program is to support eligible entities in their efforts to strengthen their organizational infrastructure and enhance their capacity to develop, enhance or expand high quality HIV primary health care services in (1) rural or (2) urban underserved areas and (3) communities of color.
WHO: Applicants must be public or private nonprofit entities that are or intend to become HIV primary care provider agencies. Faith-based and community organizations are eligible to apply.
WHEN: Applications are due by May 5, 2006.
AWARD AMOUNT: Estimated 15 awards totaling $1,500,000.

$8.4 Million Available for Targeted Capacity Expansion Program For HIV/AIDS Mental Health Services Grants
The Substance Abuse and Mental Health Services Administration (SAMHSA) announces the availability of FY 2006 funds for cooperative agreements to expand the provision of effective, culturally competent HIV/AIDS-related mental health services in minority communities for persons living with HIV/AIDS and having a mental health need.
It is expected that up to $8.4 million will be available to fund up to 16 grants. Annual awards are expected to be about $525,000 per year in total costs for up to 5 years. The actual amount may vary, depending on the availability of funds. The grants will be awarded by SAMHSA's Center for Mental Health Services.
WHO CAN APPLY: Domestic public and private nonprofit entities such federally recognized tribes; state recognized tribes; urban Indian organizations; public or private universities and colleges; and community, faith-based and tribal organizations. Because only direct mental health service providers may apply, states and local governments are not eligible. The statutory authority for this program prohibits grants to for-profit organizations.
